§ 8-154. Dogs; maximum number allowed.

  • (a)

    Owning or harboring more than three dogs older than six months of age upon any one premises or property, or in any dwelling or living quarters of any type, within the city without a license for the operation of a kennel, is unlawful and shall constitute a nuisance per se.

    (b)

    Exception. The provisions of this section shall not apply to the owning or harboring of the following:

    (1)

    Assistance dogs;

    (2)

    Police dogs;

    (3)

    Dogs owned or harbored by:

    a.

    A licensed veterinarian upon veterinary premises;

    b.

    A research facility;

    c.

    A person designated and authorized as an animal rehabilitator by the state department of wildlife and parks;

    d.

    An animal shelter licensed by the state animal health department for the purpose of impounding, sheltering or caring for animals;

    e.

    A pet shop licensed by the state animal health department; or

    f.

    An individual or business entity that possesses a city occupational permit that temporarily harbors animals for grooming purposes.
